Advancing Social Equity Goals to Achieve Sustainability

A study of the adoption of sustainability policies and programs, in particular those that are focused on achieving social equity goals.

ICMA and Arizona State University collaborated on a joint research project that built on ICMA's 2010 survey on local government policies and programs. The ICMA/ASU research proposal was one of five selected from more than three hundred applicants. This two-year (2011-2013), $284,000 grant from HUD was used to study the adoption of sustainability policies and programs, in particular those that are focused on achieving social equity goals.

In Phase One of the research, the governmental, community and socio-economic characteristics associated with strong social equity strategies were identified. ICMA issued a follow up survey to several hundred communities identified based on their responses to the 2010 survey on local government sustainability policies and programs and conducted interviews and case studies of early adopting and leading practice communities. Phase Two of the project involved the collection of additional data to identify best practices and local governments with exemplary social equity programs for case study. Nine communities were selected for case studies developed during Phase 3.

This report summarizes the analysis, describing the current activities, leading practices, and achievements of communities were created through a comprehensive, integrated approach to sustainability supported by inclusive engagement, equal access to services, and livable neighborhoods. The final report from this research and complementing case studies are available below. The final report and complementing case studies were released in June of 2014.
